Rating Application

All licensed child care programs who choose to participate in Great Start to Quality must apply for a rating in STARS which can be accessed through the program’s MiRegistry Organization Profile. Please note: applying for a star rating is a separate process from applying for MiRegistry membership.


There are a few eligibility requirements in order to participate in Great Start to Quality.

The program must be a licensed center or licensed family child care provider in good standing with a licensing status of one of the following:
1st Provisional

Exceptions to the licensing requirement are tribal child care programs.

The program must have at least one child enrolled and currently attending the program.

Application Process

The information in the application determines which version of the Self-Assessment Survey is right for the program.

Review the information in the five (5) application sections: General Information, Licensing and Affiliations, Accreditation, Capacity, and Classrooms.

Use the Edit button at the top of the page to make changes.  It is important to know if the program:

  • Is a GSRP, Head Start or Early Head Start, serves Schoolagers Only, or if your program is NAEYC accredited.
  • Is your GSRP not showing in the Organization Profile on the Status tab? Please email your license number and program name to Validation@ecic4kids.org so we can begin verifying GSRP funding with the Michigan Department of Education-Office of Great Start to get this corrected.

For some programs, Classrooms within the Organization Profile must be named in a specific way:

  • GSRP, Head Start or Early Head Start and NAEYC classrooms should be named the License Number-Lead Teachers Last name (e.g. DC111111111-Lead Teacher’s last name).
  • Out of School Time Only programs should be named Great Start to Quality-OST.

When selecting the Assessor type in the Classroom section of the Organization Profile, select GSQ Assessor unless the program is a  GSRP, Head Start/Early Head Start or NAEYC accredited program that is planning on using Approved Assessor PQA results. 

Once all sections of the application are confirmed, select the Submit Application button (located at the bottom of the page).

After the Application is submitted, a member of Great Start to Quality will call the contact person to confirm the information is accurate within 3-4 business days. This call typically lasts 5-15 minutes.
